What a storm or outage watch covers
The officer walks the occupied areas of the building on a timed round because nothing electronic is doing it for them. During an outage that round is looking for smoke and heat in the usual places plus the ones the outage created: portable generators and fuel stored where they should not be, extension cords run through doorways, candles in occupied units, cooking on open flame in corridors, and elevator lobbies where people have gathered. Every pass is written into a log with the time and the areas covered.
The round also checks what a fire department would need on arrival. Fire lanes clear of downed limbs and parked vehicles. Fire department connections visible and unobstructed by debris. Exits and stairs passable and unpropped, which after a storm means checking the doors people have wedged open for air. If anything is found, the officer calls the fire department first and the property contact second.
How an outage puts a system out of service

Officer count follows the same arithmetic as any watch, with one storm-specific complication: the building is harder to walk. No elevators means stairs, which on a fifteen-story tower changes the round time completely and usually means splitting the building between officers by stack. How to verify the license
